Yeah, kinda.  What word are you referring to as great, though? XD
The reason I called it dysfunctional was because it seems to be angled as if it was climbing a hill, and yet the cannon is still angled even higher despite appearing to be as low as it can go, meaning the cannon can't be used for closer ranges, making it rather difficult to blast things nearby should it ever need to.  After all, hard to break down a wall with a gatling gun, and that sniper on the turret (a SNIPER on top of a tank?  I LOVE IT!!) can't aim lower than the cannon because the cannon and turret base would get in the way.  I kind of like the chain thing though.  They would make pretty effective rear armor against lower-class weaponry since they would be able to turn the impact into kinetic energy instead of absorbing all of it and breaking as a result, and they would also make noise upon being hit.  I have to admit, despite some of the dysfunctional qualities of this tank, some of the other qualities are rather creative and surprisingly effective.  Then again, I'm no expert, and my opinion on the effectiveness of the chains could be totally wrong, but you never know! :D

Well, I think the Cannon can even lower till it hits the edge at the front.
The Cannon Rarity uses is not Sniper, it has no Spyglass on it. It's meant to be some kind of Laser or Plasma Weapon that makes some nice glowing holes.
The Tank is not supposed to drive up a hill, it's even ground. The Front is liftet, as the Tank is wobbling around in full speed. Tanks use to raise the front when they start to accelerate.
The Chains are totally today funfact.

The Israeli Army faced a similar problem and developed an even better idea, balls and chains. Heavy chains dangling in front of weak spots in armor weighted down with steel balls.  When a rocket or missile strikes the chains it explodes. Since the chains are not rigid, they move and absorb the blast so that it lacks the force to penetrate the armor.  Israel's main battle tank, the Merkava, has chains hanging down from the rear turret to protect that soft spot.  Chains hanging along the sides of tanks could also protect road wheels from RPGs
Chains saves lives. Don't diss the Chains.

Still, a plasma weapon or a laser are normally used as sniping or long-range weapons in most cases, and thus I wouldn't be surprised if this could be used as one.  As for the angle, I already knew such a thing could be the case, but if you notice, the treads themselves are also angled upward somewhat.  On a side note, the whole reason tanks have treads in the first place is so they can traverse most terrain.  Otherwise, they would be better off with wheels for better speed.

I know you didn't.  You said the tank was mainly meant for traversing flat even land.  I'm saying if that were the case then it shouldn't have treads.  On top of that, the treads themselves are angled upward, so it implies that the tank is moving uphill.

I didn't say he is MEANT to run on flat land, I said he does on the pic right now.
You can notice, that the Tower, the Head of the Tank is pretty much horizontal, the lower part and the Cannon look up, yes.
I just don't see him driving up a hill.
